Many thanks for your letter of the 15th September.

I am sorry if the delay in sending my despatch on the

question of brothels caused you any inconvenience; but

it is a difficult question and necessitated a good deal

of consideration and thought. I hope my despatch was

not too much in disagreement with your policy.

I have to admit that to some extent I have altered

my view in regard to the effect of registration of

venereal disease. I am inclined to think that the

retaining of laws, which provide for the prosecution of

keepers of houses containing persons of infectious

disease, may be deemed to promise a certain amount of

insurance against such disease, which we cannot really

guarantee. Un that ground, therefore, I am inclined to

think that it is unsound. There is no doubt that the

proper course is to increase our facilities for treat-

ment of this disease, and I am very anxious to push

that forward. We are awaiting the appointment of a

specialist, whom I will urge to take up the matter

exhaustively. I feel that Hong Kong is backward in
